We have two (2) kinds of time.
One is Newtonian – independent time.
Another is Minkowski time - dependent on space (spacetime)

Time without matter isnt time.time is movment in existance.so therefor no relativity no time.
Or time =something in existance.but that something has to move.

As the speed of an object approaches the speed of light time slows down for clocks on the moving object, till for all practical purposes time almost stands still (but never does actually because to accelerate a body to light speed will require infinite energy).
Applying reverse logic (boundary condition first) time always exists (even if it is infinitesimal) and is bound to the space dimensions by the matrix of space-time.
Time is a construct that helps us relate to our surroundings.
As you can visualize without time life would be...er...very boring.

Why would it take all the energy in the universe to get that object to light speed.given that all objects have to move.because if an object where to move at the speed of light it would become stationary it would have no time space to move in.it would become an object that is a sizeless .

Time is only a (local) rate of changes / development. It is something like indication of the pedometer. The question is, what keeps whole Universe to go by (approximately) same pace? Surface tension (energy)?

Yeah i get that time is the rate of change local to a moving frame of referance.but where the speed of light is concerned that frame of referance is to be considered stationary.

The speed of the light is not primary, independent, absolute feature of the Universe, but it is derived from its general movement, from its particular growth, from its condensation, from its crystallization...

So far as I know, you got OP wrong.
GRT was made before Einstein, Einstein just elaborated on GRT and made SRT.
Time can exist without matter, but thing is that matter can manipulate time.

There is different *gravity time*.
The *gravity time* depends on mass / matter and its movement.
For example, every planet has its own *time* (gravity time)

There is Minkowski negative -4D timespace (without Newtonian matter).
Minkowski -4D is *timeless* - zero vacuum continuum: T=0K.
T=0K is an eternal continuum, an absolute reference frame.

In different local parts of *eternal vacuum * T=0K is possible to see
planets with their own *time*. For us the *Earth time* is absolute,
but from vacuum's point of view (Einsteinium) *Earth time* is relative.

If quantum of light travels at constant speed c=1 its time *is frozen*.

Time isn't in itself a substance, but the messurement of the manipulation of spacetime.
