I think its probably okay to use pepper spray in the act of self defence, as a form of of temporary discomfort toward someone who might otherwise use aggressive force. It certainly didn't look like the police using the Pepper spray were doing it for this purpose though. If anything it was only as a form of intimidation, or demoralisation of the protesters. Which as the protesters seemed to be being peaceful there isn't no real justification for.
