I think the most important reflection he made is that LGBTQ people face discrimination and know about the problems of AIDS and are not to be so easily put off by kids who come from those backgrounds - and as so many kids in need of adoption come from such backgrounds then it seems and obvious policy direction. Rather than discriminate against them.

L = Lesbian (Girls fancy girls)
G = Gay (Boys fancy boys)
B = Bisexual (shag anything so long as it is homosapien)
T = Trans (Gender could be anything as a homosapien)

Well, "Q" has two meanings. First, queer, a catch-all to include those who do not identify as exclusively straight and/or folks who have non-binary or gender-fluid identities. Queer was once used as a slur but has been reclaimed by some in the community. Personally I agree, I think either way they shouldn't be considered based on their sexuality and gender of their partners. People should be basing their decisions on whether they are great with kids and could provide a positive environment and surroundings for the child, or not.
