legitimacy, or not

Legitimacy seems to be defined as being in accordance with law, which would mean that the term is entirely useless, as the law can be literally arbitrary and the thing would still be considered legitimate. Or mutually exclusive things could both be considered legitimate. How can dictionary creators be so obtuse?
