There is no emergence of experience. All sorts of possible information that can lead to experiences through mind intervention are hidden in mater. The form of mater just allows/facilitates the experience of one over another.

Experience occurs within matter but it is still emergent since everything is in a state of perpetual motion
Not just at the obvious physical level but also for us at the psychological and philosophical levels as well
