Ethics has Wings
The egocentric societal ethic has two wings. One is that of society and community based on individualism. The other wing is society under a megalomaniac, at the worst, or simply authoritarian rule.
The libertarian and egalitarian ethic has two wings. One that of autonomous individuals or groups in a minimalist society. The other is that of layers of altruistic communities within which individuals are responsible.
The moral obligation ethic has two wings. One is that of individual and community mutual responsibility. The other wing is that of dutiful subservience to the state or its pseudo-god.
The fourth wing to all the above is chaos and lawlessness.

The obvious application in practical term may be illustrated by a current debate on National Health. This can either serve the authoritarian state, with the population maintained in health so as to serve their purpose for the state, and perhaps some being discarded. For the purely individualistic society a system that merely provides what each person pays for would be applicable, with variations on this no doubt possible. For the altruistic form of society with mutual regard, a national health system would need to be truly national, with everyone automatically on doctors and dentists panels, receiving care as may be possible according to the resources. In another general field, it is long established that elections mark out the democracies of the world. This is no longer the case, and all dictatorships manipulate elections and public opinion. Democracy is more about what is done in the name of moral values, election or no election. Although multiple political parties are essential in order to discuss moral questions. I the individualistic society everyone is equal within an almost limitless range of morality, each person or group an island. In the altruist or mutually responsible society, people are equal in innocuous culture and diversity which is maintained in separate communities that are implicitly national. Every community or state aiding others and not competing for advantage. There is no global citizen. But of course the altruist democracy has no fixed rules other than the ability to discuss and resolve problems.
