The word "American" merely signifies where the AEP started. It will, of course, be open to membership throughout the world in an adversarial relationship to non-AEP governments everywhere.

There is a reason why criminals are imprisoned and punished and not simply killed or deported. Who will absorb the debt otherwise?

You gotta pay the moral debt. You can't just commit a crime and not pay the price, just like you can't just get goods and services and not pay the price. I'm not saying moral debt is real, I'm saying there is a mechanism in society that is tabulating moral debt and needs to punish criminals for their crimes, hence, the idea of cheaply just deporting or stripping criminals of citizenship can't be done. I agree it might be a practical and logical solution too get rid of undesirable elements from a society, but the punishment of criminals in some way outlines the rightness of the values of a society, without suffering criminals suddenly there is no right and truth and justice and so on.

But a green card isn't a right to stay? It's just a right to work, sensible unless you want these people not to pay tax.

By defintion, a nation has an inside and an outside, it has a border, and -- absolutely -- a nation gets to decides who crosses that border and how they cross it.

You wanna abandon the nation model in favor of a borderless one, that's your choice, but we ain't there yet.
