There are similar moral prerequisites for both tyranny and utopia. How could these Not be considered moral universals? They're OUGHTs in the moral realm.

Reciprocating is a prerequisite for the stability that both require at some level. Civilization is beneficial for most goals of any kind.

Morals are simply an agreement (which is required for humans to coexist peacefully) that are kept or maintained by the ethical as it is agreed, and betrayed by the unethical. Anything more than that is a lie to muddy the waters of the truth.

Thing is, if there is no agreement with thy neighbor, then there is no moral obligation to thy neighbor. There is no such thing as morals without an agreement of some sort to hold the other party in the agreement to.

morals have little to do with behavior towards others...

the promise of reciprocation with loss of freedom via the state or the use of potentially deadly force by the aggrieved is what controls the behavior of the masses...

hence because they agree by default to the society, they dwell with by dwelling with them. therefore, the agreement the rules the law which are the morals. and yea there is such thing as punishment for the "immoral" or the “unethical” according to said morals/rules/law/contracts so on. The agreements are necessary for mankind to coexist peacefully because of human nature. Human nature is simply animal nature, with the capability to choose the imitation of one animal’s behavior over another’s to gain fulfillment.

agreements aren't necessary... the state or other actor will intervene, regardless of your agreement...
