What is the meaning of a waste of time?

Should you think about your duty, or about the consequences of your actions? Or should you concentrate on becoming a good person?

If I may get to your meaning: If something has value to you, doing it is not a waste of time--no matter how much time you spend.
Yes, I believe there is a strong correlation between value and not wasting time.
