Wisdom is having an intuitive (subconscious expertise) understanding of the relevant forces and priorities in a situation and the ability to express it saliently and succinctly.

Yes. But i'd call that finding the appropriate level of communication.

Yes, when time or circumstances don't permit you to use it effectively. It's a matter of priorities. How much intelligence can you use without more having a counter-productive opportunity cost?

Wisdom is grounded on knowledge based on experience and sound/rational inferences.

However what is most critical and distinct specific to 'wisdom' is the application of the above knowledge is its potential and application toward the OPTIMIZATION in the specific conditions towards the simultaneous well being of the individual[s] and therefrom to the group and humanity.
