Of course not. Those with neck ropes have regrets. Those without neck ropes have regrets. The neck rope that enslaves mind to illusion is not woven from regrets, but rather uses regrets to weave attachment. Attachment is the hanging onto, but what's held need not be regret. This is understandable because attachments are a comfort and there is only so much time on this earth, so why not enjoy yourself in all that you do?

Bit of a loaded question, no? No emotional or ethical consideration puts a rope around your neck. That can be done by a hangman, a murderer or yourself in a state of terminal despondency.
Most regrets do not cause terminal despondency. Most of them cause mild discomfort, perhaps some guilt, perhaps a desire - usually not acted upon - to make amends or try again. The only way to make that feeling stop is to make amends or try again. Just go do it, and the regret won't bother you anymore.

Because you are your past.

And it is your past that condemns you, the moment you see it clearly.

And what you clearly see is the love you denied.

So you condemn yourself to hell.
Hopeless place. But it is also the forge that burns all dross, to make you what you really are.
