Just another consequence of outsourcing government functions and public services to private companies. Capita have and are effectively becoming a private 'civil service' making a profit from milking the taxpayer under the pretence, imported from America by the Tories back in the 80s, that privitization would provide more efficient and cost effective public services. Hopefully if Labour get in they'll do an audit on this company.
