I didn't read it but I question whether liberalism has not failed, just put aside in times of upheaval and instability. The greater the struggle to survive, the more that consideration for others is seen as a luxury. Certainly societies seem more aware and liberal than those recorded hundreds of years ago, and those more liberal than the brutal societies a millennium or more ago.

Note that, as with evolution, emergent properties in society tend to overlay the existent rather than necessarily replace it.
