These are not Canadian politicians. In Canada, there is one female politician for each male politician in our Parliament and in the government ...drat, I forgot the word momentarily. Not caucus, but body of all the ministers.
I also see a painful lack of visible minorities.
This is a deep-south american local gov we see here. Maybe on the streets of New Orleans.

So. Not a democracy then. But I suspect it's deliberate, to show some rather asexual grey people in suits. Not literal people, but 'politician people'. If you are a politician then sex is irrelevant.
