Easy.
It comes from a society in which gross, horrid injustice is routinely observed and even, in some senses, cherished. It is the belief that the justice that is denied in one life will somehow be fixed by a succession of lives, so even though nothing is done about it now, all remains "well." It's also a tool by which higher caste Hindus don't have to face the reality of injustice, and can keep abusing the lower castes without conscience. After all, being "untouchables" is their dharma, their "duty," and "karma" has made them into untouchables.
So karma is an excuse for present injustices.

Karma is action based upon the illusory "I..." thought. All action based upon "I..." (will, won't, want to, wish...) is based upon an illusory separate self and all actions based upon that ego is karma. So basically everything everyone does is karmic in nature. This is why we're in the mess we're in.
