the taxonomy of utopia

For sustainability some level of individuals must be kept satisfied at a basic level.
For civilization the majority of individuals must be kept satisfied in general.
For utopia every individual must be kept satisfied in all meaningful ways.

Shouldn’t that be “For sustainability ‘all’ levels of individuals must be kept satisfied at a basic level.”?
