The most primary function of the state, if anything, is to keep things safe. If what a citizen needs to be kept safe from is the state, it's an illegitimate state. This is a strict dichotomy.

And if what a citizen needs is to be kept safe from themselves - is that a legitimate state?

Say when a citizen endangers themselves by refusing vaccination.
