Where do you draw the line between exploitation and uplifting?

There's no line, but a change of perspective. The exploiters will want their wrongdoings justified and their feelings of superiority fed with the belief that they are providing the enhancement of the colonized. The colonized only see the exploitation.

It's always about who makes the choices, even when the choices being made are exactly the same .
If you make choices for me: it's exploitation.
If I make the same choices for myself: it's uplifting.
Humans want control/autonomy for its own sake. We are a prisoners to the illusion of control.

OK, just to clarify, by uplifting i mean enabling. Typically it's used in a eugenic sense - to help group x raise their IQ sufficiently to participate with the rest of "civilization" in meaningful ways they are currently incapable of.
