The Universe doesn't follow rules, it produces Rules

There's no such thing as a "law of physics". This is a Newtonian myth peddled by physicists so they can keep their snouts in the public trough. There are only laws of physicists. What is the purported origin of these laws? Who made them? Why these laws and not some other laws? A universe predicated on law is a universe insufficient to its own existence and a universe which is insufficient to its own existence is a universe brought into being by an external causal agent. Newton was a creationist dunderhead with his head crammed full of Aquinas bullshit. Descartes was no better and between the two of them they invented a universe which made very little sense until Einstein came along to exchange it for a universe which no sense whatsoever.

The laws of physics are based upon how the observable universe functions. And they are descriptive not prescriptive
because science is an inductive discipline which uses evidence to validate its conclusions. Which means that they are
probably true rather than definitely true. So are subject to modification and revision over time pending new evidence
