If a machine has all the properties of consciousness then simply enough it has consciousness. And it is exactly by that stipulation that we consider other humans and other animals as conscious too. In fact we can have no further evidence that this were or were not the case.
And so if the being is 'synthetic' or 'natural' it makes no difference.
Giving such beings the rights that natural humans deserve is a matter of stipulation but not definition.
