Yes does the event decide what you will do. Example its a hot day so you have an ice cream. Has the weather then money permittng decided you will eat an ice cream.

There's a variety of views lumped under "externalism" which might suggest cognition and volition extend beyond the skull organ which the popular computational theory of mind confines it to.
