Yes does the event decide what you will do. Example its a hot day so you have an ice cream. Has the weather then money permittng decided you will eat an ice cream.

No the event does not decide what you do where there is a choice of options even if one is more
probable than the other. As it is the brain that decides what to do not the environment although
this is not an absolute since what the brain decides to do is a direct response to the environment

There's a variety of views lumped under "externalism" which might suggest cognition and volition extend beyond the skull organ which the popular computational theory of mind confines it to. But otherwise, events / external conditions are traditionally taken to only be the potential stimuli for making a decision; or also triggering responses / habits that occur with little thought at the conscious level. With what is chosen, from the possible set of reactions to a psychologically indifferent outer occurrence, being attributed to the memory, characteristics, and functions of the individual and the general make-up of its species.

Consciousness over ride is the exterior event implacing its self on root nonlocal consciousness. Yes like your breakdown.
