Sounds more like psychology than philosophy.
It's a bit of both. Virtue ethics is not separate from happiness and suffering. Nor is philosophy non-psychological, as in epistemology and axiology, and even some of metaphysics.

I agree that suffering is a moral statement, just as happiness is. Buddhism is based upon this, so to call it a 'fallacy' is at best ambiguous.
