So incarceration is improper under any circumstance other than when necessary for the protection of the people.
For the record, as a sailor some of the stories I've heard about Australia and their women make it a place I am pissed I never got to visit. Not to mention the pub scene.

That person might not be eligible for release. If they're going to run or be a danger to society, you don't release them. Ofc, this isn't 100% fool proof. So the underlying philosophy would be that the accused are innocent until proven guilty and as such are still free citizens until they receive a guilty verdict so requiring bail monies for release is tantamount to extortion.
