Anything that travels below the speed of light will experience the effects of time
Particles such as photons that travel at the speed of light cannot experience this

Would there not still be movement if there was no mind to actually observe it ? As would not the flag still be flapping and the wind still be blowing regardless ? When a tree falls in the forest but there is no one to hear it does it still make a sound ? [ Yes it does because sound like many things...

Rules can either be untested axioms that are nonetheless taken to be true or truth statements derived from logic In the first example they are only useful until the point at which they become falsified and have to be abandoned All logic systems need axioms or rules to give them validity or soundness...

I dont think death is a conceptual idea but I only regard it as a transition
That is a transition from consciousness to non consciousness and no more

We are only passing through this life that itself is just a transition
As everything is because it is always in a constant state of motion

This is a classic example of philosophys ability to ask questions without being able to comprehensively answer them
But the less than satisfactory answer is that we cannot know of any thing beyond our own experience or knowledge

Or instead why not just accept that because of the problem of induction human knowledge will never be absolute
The lack of omniscience is why philosophical questions cannot be answered and some non philosophical ones also
