I have to say that bahman stance is correct. Mind is a different entity from brain and brain does not manifest it either. Of course the phrase "only if that interference brings some betterment in one way or other," leaves the door open for interpretation as far as what active roles government is allowed to take in our lives in the name of "betterment" It certainly leaves the door open, and that should be kept open too...
