It has been speculated that we may have free won’t rather than free will. Our unconscious mind may initiate an action potential, but we can can veto it before it is carried out.

There is a reason it is called the "Measurement Problem" and not the "Consciousness Problem." The reason is that consciousness is not required for the collapse of the wave function.
