*government must create all weapons.
*they should be hand-crafted and as simplistic as possible.
*minimal weapons will be created, only enough to be available for everyone to borrow when they want one.
*the militia live among the people and carry their own arms.
*weapons will be serialized.
*citizens are entitled to access any weapon that the militia has access to, and be subject to only those rules of necessity for safety.
*certain weapons may require a training class.
*all training classes are available for free to all citizens, as logistical requirements allow.
*you must leave a dna sample as a deposit, which will be destroyed one year after if that weapon has not been found to be used in a crime.
*government will provide serialized ammo for free, or you can buy or make your own.
*for a citizen to have a weapon they must a) be in the militia, b) borrow one, or c) win one at an occasional government lottery.
*weapons cannot be sold, but must be returned to the government when not needed.
*transfers for sentimental reasons, trades, legacy, etc. will typically be granted.
*you may borrow perpetually for self-defense.
*traditional hand weapons will be serialized, tied to "last known owner", but not regulated.
