The initial bill was supposed to solely offer relief to individuals and businesses who'd suffered cuz of lockdowns.

That's the game of chicken that your politicians routinely play with each other, both sides do it as you well know. You put something abhorent that the other side won't vote for in there specifically so that they risk going on record voting against a bill that is nominally something everyone agrees with, just in time for their next oponent to slam them in some TV ads, which is why it is doubly popular in important election years. In this case the Democrats needed to trade those things that Republicans would never vote for to get them to remove provisions in the draft bill which would, as I recall, prevent anybody poor from receiving that government money due to the way the Republicans set up that tranche of cash to be routed entirely through the IRS.
