That's the game of chicken that your politicians routinely play with each other, both sides do it as you well know. You put something abhorent that the other side won't vote for in there specifically so that they risk going on record voting against a bill that is nominally something everyone agrees with, just in time for their next oponent to slam them in some TV ads, which is why it is doubly popular in important election years.
