It depends how the individuals and cultures and subcultures view power and then men and women. Fecundity is a power that is cherished by many cultures and often seen as the most important. Which is likely why, on some subconscious level, the monotheisms had a male deity forming people out of nothingness (Adam and Eve) (whereas parthenogenesis occurs in other religions) or more or less leaving the woman out of the genetics of birth (Mary).
Gotta get those crops in, find those edible animals and gatherable foods in nature. Gotta have babies. That's a power (often female deity powers) that seems to make men more uneasy then penis envy does women.
Certainly fecundity was valued but so were cattle! Males were the sex that got to do the higher status work like hunting and defence while females carried babies and worked at spinning, and hoeing crops, and tending animals. Even when it was simply a matter of making textiles, the women did the spinning while the men did the weaving.

God used to be female in prehistoric times.
With the emergence of so-called civilisation, she changed to be male.
In more recent years, god is more likely to be seen as a feminine caring figure.
The simple conclusion....
GOD IS TRANSSEXUAL!!

I agree with Sculptor.
In societies where gender is a thing , God and/or gods will be gendered .
It may be the case that our post-industrial, post enlightenment, developed societies are becoming so that genders don't matter but when you look at the newspapers and what people say in everyday conversations, that is not yet the case (if it ever will be the case). Where there are genders these will be hierarchical otherwise there is no point in genders.

The explanation for why people historically attribute masculine gender to God hinges on power. Power and creation historically are masculine gender and pertain mostly to the male sex.
Power has been appropriated by the male sex as human males are bigger , stronger, never pregnant, and never nurse babies.
