For a start the number of capital crimes as a percentage of the prison population is minimal, and costs are actually increased because death-row tends to be more expensive for a range of very good reasons; solitary; extra legal; enhanced appeals procedure.
Prisons are a price worth paying. But the population could be reduced far more effectively by putting fewer people in prison in the first place; reducing crime and the underlying reasons for crime.
Why is the US so poor at doing this?
