If other measures prevent harm, lying would certainly be unnecessary. To your credit, this is a valid argument.
If A then B: If other measures besides lying prevent harm being done, then lying is NOT necessary to prevent harm.
A: Other measures besides lying do in fact prevent harm being done
Therefore B: Lying actually is NOT necessary to prevent harm.
