Refugees
It is a pity that we live in a world society denoted by Chaos, rather than anything rational.

[ARTICLE 14 (1) Everyone has the right to seek and to enjoy in other countries asylum from persecution. (2) This right may not be invoked in the case of prosecutions genuinely arising from non-political crimes or from acts contrary to the purposes and principles of the United Nations

If this Right is seen as prescriptive or absolute for the host country, then it can apply to no cohesive society or state.
Anarchistic society may well allow people in to fill a space in the landscape, if the country is 'under-populated'. Or individual households bring someone in to serve its needs at some level of service or perhaps better. Not as an act of charity.
Authoritarian society, setting aside hybrid authoritarian-altruism. Refugees might be brought in to complement the labour force. Rather like the biblical Hebrew peoples in Egypt. Or a modern capitalist society maximising profit for the shareholders. Not as an act of charity.
Altruistic society is the only one that might make a decision that goes beyond strict altruism to allow refugees asylum, out of less than pragmatic charity - that is self sacrifice. Plain altruism that has to work long term for its people and their natural and social environment, would quite inevitably have a population policy that discriminates broadly on ethical grounds.
