The Americans are hankering and harkening back for the good ole days of cold war when there was a specific enemy to hate on all grounds: economic, ideological, political, technological, and religious. So they are trying to sustain that old sweet hatred by their popular opinion on Russia.

North Korea, on the other hand, seems to be an easy military target, hence its popularity for object of American hatred. It's a small one, as easy-to-squash countries go, much easier than Afghanistan or Syria, which bit back rather painfully.

Semantically:

There is no resemblance, so there is no likelihood. Without being very much like Trump, which he is not, Pence can't show the white of his teeth, he can't enact his inner desires, he can't force his will. "He can't prance his lance." He can't shake his metaphoric weapon. Hence, nothing of the sort of stance you express happens.
