Is it simply the level of education or is something else involved?

Usually it's the manner in which they express themselves on the subject about which they have been educated. Education in one topic does not translate to knowledge in other topics.

That came up for me recently. I would say I'm reasonably educated, but much more well read. University and the like teach you to research, and research is part of being well read. It's just not a formality as is education.
