No, not 'anyone' can do this, only in the lax military joke that you call an Army does this happen, as our Army has military procedures and discipline and no numbnut can just walk off base fully armed. That and that we try to weed out the psychologically unfit during training as they are a liability to their comrades during combat. Admittedly we can do this because we are a small professional Army and as such we want those who wish to experience combat and kill people who are trying to kill them. Unlike yours which is effectively the same vast machine from the second world war and pretty much accepts any idiot who is trying to escape social deprivation, i.e. pretty much a conscript model.
