The correct American term is "quotation marks." Of course, "speech marks" isn't quite as stupid as calling the hood of an automobile a "bonnet."

I think that both are good: you signal that the words between these marks are quoted speech. The Americans stress the quoting and the British stress the speech aspect.

Quotation marks are quotation marks. It doesn't matter if they're double or single quotation marks. If you are quoting somebody, you use double quotation marks. If there is a quote within a quote, you use single quotation marks. Only a damn fool would call quotation marks double bunnies (of course, I'm talking about Americans now, not damn Englishmen, who can call quotation marks any fucking thing they want because Americans know they're too stupid to know any better).
