I would say...all things being equal...the margarita on the rocks would have less alcohol because you drink the ice in the frozen margarita and on the rocks trace amounts of alcohol would be left on and around the spaces of the ice.

Unless of course you sucked each ice cube...lol

I've asked a couple of bartenders, and they both confirm you get more tequila on the rocks than frozen margaritas. Aren't you glad to have Bob the Baptist to guide you through life as opposed to the government?
