What I would like to know is why haven't the railroads adopted a system like this? There are a lot less variables and CTC is already in place, it would only require installing the final control of the engine to work? Yet the RR's still keep a human in control of the train.

Since the RR's (aside from disasters) don't get major news coverage, I don't have the answer and wouldn't know the search terms for research. However I'm sure the answer is contained within the industry.

Common sense would also tell you that if driverless cars were such a danger, the government would have put a stop to it a long time ago. So far the evidence indicates they're safer than human-driven cars on average. And they can only get better as the technology improves.

The government? Like the governments around the world that made registered taxi drivers licence plates that cost a fortune null and void by allowing Uber into the market - just to save face and let the rest of the world know they were open to 'innovation'..ridiculous.
