I read the book last year and thought it was very good. Gabriel is a very approachable writer on philosophy, and delights in paradoxes like the one in the title.

Essentially, he's trying to discourage the way we approach philosophical questions as if everything is in the same frame of reference. The physical universe may be made of atoms, but that's not a useful way to approach ethics or aesthetics. And The World ---the very idea of totality--- is simply not a useful concept to Gabriel, because it would have to contain everything including the idea of totality itself.
